The Original Intentions for the United States

The original intention for the United States was for all the states to be in one big alliance, not a nation. Every state, from 1777-1789, under the Articles of Confederation, was to send two to seven representatives, then those representatives go meet up with all the other representatives and discuss. They would say the states should do this or stop doing that, but they had no real power. The only thing that the alliance, as an institution, had control over was defense and commerce. There was nothing that would fill the roles of (branches) because that would have been handled by the states where problems occurred, but as you know, this is not how the United States came to be.
