The United States of America is commonly called isolationist in the 1920s but that is not really true. America made many foreign policies and even acted as an intermediary. President Woodrow Wilson wanted to make a council of countries and made a big effort to make that happen. The United States of America even picked sides in WWI. The myth that The United States being isolationist was started by future Presidents wanting to rewrite the narrative make themself seem more like the type take action and defend their country. The best way to make themself look more like that was to make past America look isolationist and the new America would be the America of action.
